POSITION TITLE:  Business Manager

 

REPORTS TO:  Superintendent

 

GOAL: To ensure that the business operations of the district follow sound, acceptable accounting practices in order to support the instructional goals of the schools; and, that funds are expended in accordance with local, state, and federal regulations.

 

DESCRIPTION:

 

The business manager serves as the chief financial officer for the Sutton Public Schools and administers all aspects of the school system’s business operations. The primary responsibilities include: managing a municipal accounting system; preparing annual school budgets and analyzing financial data; monitoring expenditures; administering all contracts for non-professional staff; and supervising food services and transportation operations.

 

QUALIFICATIONS:

 

Ø      College graduate with a major in accounting, business finance, or business education

Ø      Advanced technical knowledge of school and municipal budgeting and accounting systems

Ø      A working knowledge of data processing systems and financial applications

Ø      Excellent communication skills

Ø      Minimum of three years of school experience

Ø      Certified or certifiable as a School Business Administrator

 

PRIMARY RESPONSIBILITIES:

 

Ø      Develops and maintains procedures for managing and monitoring the school budget and financial resources

Ø      Develops the annual school budgets in conjunction with the superintendent, principals, and school committee

Ø      Prepares financial reports to the superintendent and school committee

Ø      Prepares budget projections and periodic analyses as requested by the superintendent or school committee

Ø      Prepares state and federal financial reports in support of grants and compliance requirements

Ø      Directs the competitive bid process and negotiates vendor contracts in compliance with all federal and state laws and regulations

Ø      Supervises preparation of accounts payable, accounts receivable, and payrolls

Ø      Explores and recommends methods, procedures, and practices that increase organizational efficiency

 

 

Ø      Oversees the director of food services

Ø      Monitors the school bus transportation contract and responds to all bus issues

Ø      Implements and supervises the school committee policies regarding the use of indoor/outdoor school facilities

Ø      Maintains active liaison with the town accountant, treasurer, and finance committee

Ø      Assists with collective bargaining activities, including preparing financial analysis and explanation of proposals

Ø      Supervises the district’s personnel operations and coordinates all human resource activities with the town

Ø      Oversees all contractual obligations and resolutions of contractual issues and grievances for hourly employees

Ø      Prepares reports and attends meetings for the superintendent, as requested

Ø      Provides support to principals and other administrators as they carry out their business management and operations responsibilities

Ø      Attends conferences and meetings related to current school business and personnel practices

Ø      Represents the superintendent at local and/or state meetings, as requested

Ø      Assists with the planning and management of all school building projects

Ø      Supervises and evaluates the business office support staff

Ø      Performs other duties as assigned by the superintendent of schools
