Eligibility requirements for employees of the Town of Sutton to enroll in optional benefits:
Salaried Employees – All full-time and part-time employees who are scheduled to work at least 50% (.5 FTE) of the normal work schedule.
Hourly Employees - All hourly employees must work 20 hours or more per week.

A 403(b) or 457(b) plan, also known as a tax-sheltered annuity plan, is a retirement plan for certain employees of public schools. Employees can elect to set-up a 403(b) or 457(b) in addition to contributing to one of the public retirement plans (Mass. Teachers Retirement System, Worcester Regional Retirement System, Mass. Deferred Compensation SMART Plan-Mandatory OBRA). Please be advised that the Town does not offer "matching funds”.
CONTRIBUTION LIMIT FOR 2020 is $19,500
AGE-BASED ADDITIONAL AMOUNT - Participants who are age 50 or older any time during the year qualify to make an additional contribution of up to $6,500.
SERVICE-BASED CATCH-UP AMOUNT - The special catch-up provision allows participants to make additional contributions of up to $3,000 if, as of the preceding calendar year, the participant has completed 15 or more full years of employment with the current employer, not averaged over $5,000 per year in annual contributions, and has not utilized catch-up contributions in excess of the aggregate of $15,000. The Town of Sutton offers two types of Direct Deposits. You can enroll in one or both:
Fixed Dollar Amount(s): This Direct Deposit is to have a fixed dollar amount deducted from your paycheck to be directly deposited to a banking institution(s). The dollar amount can be deposited into a checking or savings account.
Percentage of Net Pay: This Direct Deposit is to have a percentage(s) of your net pay (after all taxes and other deductions and/or fixed amount direct deposits) directly deposited into a banking institution(s). The percentage(s) of net pay can be deposited into a checking or savings account. If you wish to have additional percentages of your net pay dispersed, please fill out another Direct Deposit Form(s). However, all net pay deposits must add up to 100%.
NOTE: If any Direct Deposits are going into a checking account, please attach a blank, voided check to the form. If any Direct Deposits are going into a savings account, please provide a form from your financial institution indicating the routing and account number.

The Town of Sutton has elected not to participate in the Federal Insurance Contributions Act (FICA) Part A (formerly known as Social Security tax). Because of this, all public employees must contribute/participate in one of the following retirement plans:
Massachusetts Teachers' Retirement System:
You are eligible to join the MTRS if you are employed as a teacher or administrator in a Massachusetts public school outside of the City of Boston or in any charter school in Massachusetts and:
you are covered by a contractual agreement regarding your employment;
you are employed on at least a half-time basis;
you are certified by the Department of Elementary and Secondary Education (ESE) (for Physical and Occuptional Therapists, the Board of Allied Health Professionals); and
your contractual agreement requires that you be certified by the ESE as a condition of your employment.
New members enrolled after 7/1/2001 will contribute at 11%.

Worcester Regional Retirement System:
You are eligible to join the WRRS if you are employed in a non-teaching position and are employed 1040+ hours during a calendar year (with the exception of tutoring positions). If you became a member on or after 1/1/1979 and your annual rate of regular compensation is under $30,000, you will contribute at 9%. If your annual rate of regular compensation is over $30,000, you will contribute at 9% plus an additional 2% on the compensation above $30,000.
Should a member, who is currently contributing to this system, annual work hours fall below the minimum 1040 hours, he/she will continue to contribute to WRRS.

Commonwealth of Massachusetts Deferred Compensation SMART Plan - Mandatory OBRA:
As a part-time, seasonal or temporary employee of the Commonwealth of Massachusetts or a Massachusetts local government employer, you are required to participate in the SMART Plan. The SMART Plan is an alternative to Social Security as permitted by the federal Omnibus Budget Reconciliation Act of 1990 (OBRA). OBRA, passed by the U.S. Congress, requires that beginning July 1, 1991, employees not eligible to participate in their employer's retirement program be placed in Social Security or another program meeting federal requirements. The SMART Plan meets those federal requirements.
You will contribute at 7.5% of your gross compensation per pay period. You can withdraw the contributions you made to the Mandatory OBRA when you no longer work for the Town of Sutton, unless you are still currently contributing under another employer.
